Oh, yeah, the Order's model was incredibly effective from the point of view of holding temporal power, and specifically temporal power in an at least primarily martial capacity, with a side order of "we are the moral authority here"--- which is all Brendol Hux would've cared about. Alas, it appears from canon that it was not so great for maintaining a connection with the Force and doing the Force's will.
